They've been working on rural communications for a long time. They started as researchers in UC Berkeley's Technology and Infrastructure for Emerging Regions (TIER) group, where they developed the initial technology that would become Endaga. In TIER, they took a multidisciplinary look at the problem of building rural cellular networks, drawing on their experience in computer science, design, and international development. The idea of Community Cellular emerged from this environment: locally-owned, small-scale, independent cellular networks, run by and for rural communities.w
